Tu Jianhua said that at present, the development of China's manufacturing industry is facing unprecedented difficulties. On the one hand, China's manufacturing industry has not yet got rid of the "bottleneck" constraints such as low overall quality, weak original basic ability, and heavy resource and environmental losses; On the other hand, manufacturing enterprises, especially the majority of private small and medium-sized manufacturing enterprises, are generally subjected to the "life and death test" of excessive tax burden, high factor prices, narrow profit space, financing difficulties and so on
